Discussions and policy recommendations

 

Based on the findings from the project´s product testing, a list of models and cases deviating from the declared values or showing clear assumption of non-compliance will be drawn. Most serious suspected cases of non-compliance will be presented bilaterally to the concerned manufacturer / retailer and they will be invited to propose remedy actions (e.g. correction of the label, modification of the user manual, addition of a missing auto-power down feature). Results will be also shared to the relevant MSAs and communication may be used to explain the case to the media.

 

The project will also reflect the changes in Energy Labelling and Ecodesign of ErP, since future revisions may cover both technical criteria as well as requirements for market surveillance processes. Labelling and market surveillance is currently based on the Energy Star programme. As a partner of the international Energy Star programme, the EU has some responsibility for market surveillance in the EU-28. The relevance of EU-based market surveillance has been enforced since mandatory third party testing has been implemented in the US.

 

In this task, policy recommendations for future revisions/optimisations of Energy Labelling and Ecodesign framework will be developed. Among other aspects, the following issues shall be covered:

Test Method Interpretations, Tolerances and Communication of Results

ComplianTV

This document explains the methodology adapted by ComplianTV to test specific parameters such as peak luminance ratio (PLR) and automatic power down (APD) as well as how and with which tolerances the measurement results will be interpreted. This document does not cover other parameters included under the testing programme for Energy Labelling and Ecodesign because the project found no further issues on test method interpretation or tolerance beyond those covered below.

Recommendations regarding the draft Ecodesign and Energy Label Regulations on electronic displays

ComplianTV

In the context of the revision of the Ecodesign and Energy Label Regulations on electronic displays, ComplianTV has prepared first policy recommendations and comments regarding the draft Regulations. This document depicts a number of lessons learnt from activities which have been carried out within the ComplianTV project, especially issues observed during the evaluation of the implementation of the Regulations regarding Energy Labelling (1062/2010) and Ecodesign (642/2009).
