This document explains the methodology adapted by ComplianTV to test specific parameters such as peak luminance ratio (PLR) and automatic power down (APD) as well as how and with which tolerances the measurement results will be interpreted. This document does not cover other parameters included under the testing programme for Energy Labelling and Ecodesign because the project found no further issues on test method interpretation or tolerance beyond those covered below.

This document was created to facilitate and harmonise testing of televisions regarding the requirements of the Ecodesign (Commission Regulation No 642/2009) and Energy Labelling Directives (Commission Regulation (EC) No 1062/2010). These guidelines shall serve as a fundament for television testing until a harmonised standard has been issued as requested in M/4771 and M/4952.

This document represents the test report temlpate, within which individual TV models have been tested and evaluated for their Energy Label and Ecodesign legislation comlpiance.

In the context of the revision of the Ecodesign and Energy Label Regulations on electronic displays, ComplianTV has prepared first policy recommendations and comments regarding the draft Regulations. This document depicts a number of lessons learnt from activities which have been carried out within the ComplianTV project, especially issues observed during the evaluation of the implementation of the Regulations regarding Energy Labelling (1062/2010) and Ecodesign (642/2009).
